When you introduce a training stimulus, initially you induce fatigue which decreases your ability to perform, so if you continue to train without recovering you will continue to induce fatigue and decrease your performance. BUT if you give your body adequate time to fully recover before introducing a new training stimulus, then your body will adapt to the initial stimulus and bring your performance level to a new height.
The amount of time it takes for each individual to fully recover is mainly a matter of trial and error. There are a lot of factors that determine rate of recovery, such as training volume, nutrition, sleep, hydration, stress and much more. This is why a well structured program is essential to successfully reaching your goals.
